Energy Conservation Program

Description of Services:   Our primary objective is to reduce fuel expenditures for the low-income household.   Our program conducts furnace efficiency testing where gas or oil is the primary heating source.   We clean and fine tune the furnace when efficiency is below 75%.  In some cases where efficiency is extremely low, a high efficiency model may be installed.  Heating and/or hot water tank repairs or replacements as approved by Housing and Community Renewal (HCR).   We install perimeter, attic and/or wall insulation, possible window and door repair or replacement.  Air sealing may include weather-stripping, caulking and/or repair of cracked glass and sash, sill and thresholds of doors and windows.   Possible refrigerator replacement as approved by Housing and Community Renewal. 

Target Population/Eligibility Criteria:  Services are restricted to homes in the City of Rochester.  We offer services to both renters and homeowners based on income guidelines.  Where renters are the occupants, the homeowner has to make an owner investment of a minimum of 25% of the cost of which all of the investment less 10% for construction management fees are used to assist in the weatherization costs.   Homeowners who meet the income guidelines are eligible for free services.   Eligibility for renters are based on the renter’s income, the application is a joint application between tenant, landlord and the agency.

Where to apply:  You may apply in person at 917 E. Main St.  Rochester, NY  14605  We are open for business from 8:00 am – 5:00 pm, no appointment necessary however for optimal services please visit our office between the hours of 9:00 am - 3:00 pm weekdays.   In person interviews are necessary.

How to apply:  Interested persons/households may visit our office in person and bring the following documentation:

  • Income verification for the last 30 days, must be consecutive. Please click here for the 2014 -2015 income guidelines.
  • Identification for all household members.
  • Proof of ownership that identifies the property tax identification number, this number is found on the deed or a property tax bill, if you prefer to use a document that does not include this number please visit the City of Rochester website to get your property tax identification number.
  • Provide one year’s history of your therm and kilowatt usage from your heating supplier, or twelve (12) months of oil history.
