The Welfare-to-Work Program provides a
comprehensive array of services to assist individuals as they
transition from welfare to work. These services include case
management, job readiness training and job placement and follow-up.
The Monroe County Department of Social Services contracts with ABC for
these services through its Comprehensive Employment Opportunity
Support Center (CEOSC) and a new NY WORKS program. In the last quarter
of 2000, ABC and its partners concluded its collaboration, the
Community Alliance to Assist People Up the Ladder To Success
(CATAPULTS). This project provided a comprehensive approach to assist
persons who had multiple barriers to employment move from welfare to
work. As refunding was not available, the project's focus changed to
retention follow-up. The contract for CATAPULTS moved from the City of
Rochester to the Rochester Resource Alliance, Inc. (top)
Energy Conservation Program (ECP)

When it is cold outside, all families begin to consider the high cost of
utilities. When you are under privileged and live in a house that may have
sub-standard insulation, weatherization, or an old furnace, these
concerns become even more critical, and indeed, sometimes dangerous. ECP's services include furnace repair or replacement, insulation,
weather stripping, and emergency assistance. ABC's Energy Conservation
Program works with individuals and families to ensure that all measures
are being taken to properly weatherize homes and ensure peak efficiency
of heating units for income eligible families. This not only provides
safer environments for families, but helps to maintain and improve
housing stock throughout the City of Rochester. The ECP team also seeks
to make sure that customers are educated and well-informed about
emergency energy and conservation measures that families may initiate on
their own. (top)
