One of the founding principles of Action for a Better Community and of all community
action agencies is the notion of "maximum feasible participation." This refers
to our responsibility to involve individuals who are impacted by poverty in the planning
of programs that are designed to reach low-income families, and in the policy decisions that ABC
makes in setting its course of positive action. Through the years, ABC has been fortunate
to have had the strong committed support of many volunteers who care deeply about our
community. Listed below are three of the major vehicles utilized to obtain community

Board of Directors
ABC's Board structure ensures that our customer base has direct access to the policy and
strategic direction of the agency. The board is comprised of one-third private-sector
representatives, one-third public-sector representatives, and one-third consumer-sector
representatives. Board members, along with other community volunteers, participate on a
variety of committees including Planning and Evaluation, Finance, Human Resources,
Development, Employer Advisory Council, and Business Planning and Development Advisory

The Head Start Policy Council
The Head Start Policy Council is comprised of a majority of Head Start parents and other
community representatives. Through a shared decision-making approach with the agency's
Board, the Council makes policies and provides advice on all facets of the program,
including planning, recruiting children, programming, operating standards, facilities, and
human resource issues. (top)
Since 1965, Action for a Better Community (ABC) has helped
thousands of individuals and families with low incomes to become self-sufficient - moving
from public assistance and/or the ranks of the working poor to a gainfully employed,
tax-paying status.
